As much as I was hoping that the US were ready to liberalise the airline industry, I do believe that the gorvernment will now be more interested in protecting US interests even though this is against the interest of the consumers and the airline staff, who if they worked for a strong well performing International airline (us owned or otherwise) they would receive more stability, a product and pay.
The EU will have to be strong with the US and if they do not move forward with a second stage then the EU should cancel the first agreement this will hurt many US airlines and possibly force the hand of the US government.
If the US is involved there will never be an equal open skies agreement. Just ask Canadians about Free Trade and how every time it is deemed to affect the US they impose penalties. And they continue to impose despite losing every legal challenge known to man. The US has only one consideration "advantage US".

The US have what they want now, so why bother to follow up on the agreement the EU governments will back down in any event.
